In this role, you will be:

  • Embedded in a Victoria EDWP project delivery cell and have a functional reporting line to the Deputy Project Manager. You will retain line management reporting back to the Head of Waterfront Engineering or delegate
  • Responsible for planning and sequencing of Engineering deliverables into the VIC EDWP integrated project plan
  • Responsible to manage assigned H2OE personnel
  • Responsible to manage the assigned VIC EDWP delivery cell work load and coordinate with H2OE managers when business line support is required
  • Responsible to identify and manage H2OE risks applicable to VIC EDWP
  • Responsible to develop and manage predictive indicators (leading) to measure the effectiveness of engineering delivery


The scope of this role is complex as you will:

  • Have daily engagement with other H2OE Teams, Project Delivery cell personnel, and Production for deliverables related to VIC EDWP planning and execution. 
  • Be expected to interact in a matrix organization and provide pragmatic solutions within a multi-stakeholder environment. 
  • Coordinate various activities in a dynamic work environment and adapt quickly so that schedules and customer requirements are achieved. 
  • Provide coordination and leadership of a team to build sustainable processes within a collaborative work environment. 


This role has communication with:

  • The lead of the Structures delivery cell to ensure key engineering requirements are incorporated into delivery cell planning and execution activities
  • The Deputy PM to ensure H2OE requirements are integrated and sequenced within the integrated project delivery plan
  • The Head of Waterfront Engineering (or delegate) to provide updates on progress of VIC EDWP planning and execution. Also to coordinate the business line engagement and requirements into the VIC EDWP delivery model
  • Managers, engineers and technologists from other engineering disciplines, departments and sections regarding, LMRS development, WI’s, DRS, NDs.
  • The other members of the delivery cell to coordinate and plan execution work within a lean production environment
  • The Department of National Defence (DND) On-site Management Team (OSMT) regarding in-process welding and repair issues
  • Auditors or Independent Verification and Validation activities conducted by National Defence Quality Assurance Region (NDQAR) and Naval Engineering Test Establishment (NETE)


The ideal candidate brings:


  • Graduated from a recognized institution with post-secondary education or accreditation as an Engineer, Technologist (or equivalent)
  • 8+ years of relevant technical experience
  • Project management experience and hold a PMP certification (desirable)
  • Familiarity with naval architecture and structures
  • You have familiarity with submarine naval architecture and structures (highly desirable)
  • Knowledge of systems engineering principles and practices (an asset)
  • Proven leadership and management skills and experience (5+ years) managing technical teams is highly desirable.
  • Working knowledge of ITAR and security protocols
  • Proof that you are fully vaccinated against COVID-19, meaning that you must have received the full series of a COVID-19 vaccine approved by the Government of Canada with the final dose at least 14 days prior to your start date
  • Required security clearance: NATO SECRET, CGP positively security assessed and ITAR positively assessed as required
