Job Title:  Head of Facility Management
Business Unit: Base Services
Location: Devonport, Plymouth

Main Purpose of Role

Post holder is responsible for maintenance of all Non-Nuclear plant, equipment and facilities of Devonport Dockyard, and under the FMSP contract for all Naval Base equipment and facilities. This may include major projects to change or sustain service life of assets and facilities.


•    To manage and maintain Non-Nuclear facilities and assets including  Buildings and Structures, Waterfront and Infrastructure in support of the Dockyard and Naval Base operations. 

•    To ensure the availability of such assets and the “safe to operate” condition thereof

•    Management of and compliance with the FMSP contract or related contracting requirements 

•    Improve Relations with the Authority  

•    To Manage the Strategic Planning and Development of the Dockyard and Naval Base Sites including the staff. 

•    To ensure the Company complies with all legislation associated with the operation of Non-Nuclear site.

•    Managing site investment plans, minor and major works including related processes. 

•    Accountable for Financial performance of the department.

•    Continuous Improvement and Change Management to with a 

•    Stakeholder management ensuring collaboration between Customer, ES, Support functions with a view of improving the condition and capacity of the dockyard estate.


Principal Tasks and Responsibilities:


The Head of Facility Management’s principal takes and responsibilities are as follows: 

•    To provide hard and soft facility management services to Estates, Waterfront, Logistics and Security to meet the requirements of various Business Units and Naval Base on the Devonport site.

•    To be responsible to the safety improvement, profitability and performance of the HFM FMSP Operations activity.

•    To ensure the HFM savings identified as part of the FMSP contract are achieved.

•    To ensure all HFM KPI’s and SOTR requirements are met whilst meeting business targets.

•    To set strategic objectives and budget for the FMSP Operations business areas.

•    Strategic planning and development of the dockyard and Naval Base sites.

•    To ensure Company compliance with the legislation associated with the operation of Non-Nuclear site.

•    To manage delivery of capital investment programmes for facilities, building and systems forming the Dockyard and Naval Base (including outstations).

•    Manage minor and major works (sustain and change) and the related processes to identify and progress such projects.

•    Manage the Safety Case for Non-Nuclear facilities.

•    To manage the integration of Company strategic initiatives with MOD strategic initiatives.
•    Manage the Customers’ expectations and improve relations.

•    To ensure continuous business improvement through people development, process improvements and innovation.

•    To represent the Site Operations Director - Naval Base as requested and required.

Required Knowledge, Skills, Experience and Competences

Extensive experience in management of diverse facilities and teams and the implementation of lean and improvement techniques to improved service delivery.



•    Degree or equivalent in Engineering  
•    Tertiary Business Management education 

This position is within the Base Services business unit as a PC with DRDL Terms and Conditions.

Business Area - Devonport
Babcock International Group owns and operates the main refit, maintenance and workshop area of the 330 acre naval site at Devonport, known as Devonport Royal Dockyard, where it employs thousands of people. The remainder of the site at Devonport is owned by the Ministry of Defence and is known as Her Majesty’s Naval Base (HMNB) Devonport – one of the largest naval bases in Western Europe.

Babcock and the Ministry of Defence work in partnership to operate and maintain this co-located site by providing through-life support for submarines, surface ships and associated systems and equipment.

Babcock has a large design and technology capability providing a wide range of support activities including feasibility and project definition studies, detail design and draughting, development trials, noise and vibration analysis, structural analysis, project management, integrated logistic support and risk management.
