The role  
As Construction HSE & CDM Specialist, you’ll have a role that’s out of the ordinary where you'll be key to the business at an exciting time of growth and investment in the infrastructure across HMNB Clyde and RNAD Coulport


Day to day, you will be a key player supporting the Construction Health & Safety Manager by providing technical advice and guidance to our Senior Project Managers and operational teams when planning, managing and monitoring occupational safety, health and wellbeing arrangements during construction / CDM projects.

 

  • Support operational teams during the design phase to review drawings and design risk assessments, hazard logs, risk registers, pre-construction information relevant to the complexity of the project.  Ensure all pre-condition surveys are completed as required, i.e., asbestos surveys, structural surveys, ground condition assessments, environmental impact assessments, etc.
  • Support the review and processing of health and safety related documentation including subcontractor risk assessments, methods statements, safe systems of work, ensuring compliant delivery of projects.
  • Ensure Projects Department is compliant or at minimum working towards compliance regarding statutory / mandatory legislation. Identify all non-compliance issues and report through appropriate means. Investigate and follow up open issues through the NSER, CPAR, and Synergi systems.
  • Report and record non-conformance and incidents through the HMNB Clyde reporting system and following up any actions. Conduct investigations into the act or omission ensuring they are addressed accordingly.
  • Undertake reviews of Project Performance to ensure business needs are being met.
  • Provide expert advice and guidance on construction techniques, methods and best practice to eradicate or reduce risk

 

Essential experience of the Construction Health & Safety / CDM Specialist:

  • Proven experience in a Construction Health & Safety or CDM role, with current knowledge of H&S and CDM legislation – any front end design Construction H&S or CDM experience a plus but not essential
  • Ability to support a portfolio of multiple projects at all design phases within Infrastructure Section - with the provision of relevant and current H&S and CDM advice
  • Self starter who works well with others, and is willing to undergo further professional development within this role
  • IT Literate – able to use MS Office confidently and learn new systems as required


37 hour working week. Hybrid – 3 days per week onsite HMNB Clyde and 2 days remote 


Qualifications for the Construction Safety and CDM Specialist:

  • Relevant career experience in a similar Construction Health and Safety or CDM role, or Graduate in Construction Management or Health and Safety or similar related subject with some site experience
  • NEBOSH, IOSH or similar would be desirable
  • Front End Design Phase CDM and Health and Safety experience is desirable, but a willingness to support all design stages of Construction projects is beneficial

The successful candidate must be able to achieve and maintain SC clearance level for this role
