Babcock is the Royal New Zealand Navy’s long‑term partner of choice in Devonport, providing full support services to the entire fleet. As our operations continue to grow, we are seeking an experienced HSE Manager to join our team and play a key role in supporting the Marine Fleet Sustainment Services (MFSS) Program. This full‑time position reports to our Senior HSE Manager, Marine, with a dotted reporting line to the Program Director, ensuring strong alignment between HSE leadership and program delivery.
In this role, you will lead the effective delivery of our Safety, Health and Environmental Protection systems, ensuring our operations meet internal standards and external regulatory requirements. You will champion a strong safety culture, provide hands‑on leadership in risk management and incident response, and guide continuous improvement across all facets of HSE performance.
The role offers a high degree of professional autonomy within a mature and well‑established safety management framework. You will be supported by the wider Babcock HSE team and operate within defined governance and management systems, enabling consistent, high‑quality safety outcomes across the program.
Importantly, this role offers real influence. You will work closely with senior leaders, frontline teams, contractors and customers to embed practical and trusted safety systems across complex maritime operations.
You will have direct accountability for the maintenance, review and continuous improvement of core HSE systems across the program. This includes ownership of key artefacts such as inductions, training frameworks, procedures and program‑level documentation, ensuring they remain current, effective, and aligned with operational needs, legislation and Babcock standards.

To be successful, you will bring
- Legally entitled to work in New Zealand and capable of obtaining a New Zealand Defence Force (NZDF) Security Clearance.
- Tertiary qualifications in the Health, Safety and Environment or Occupational Health and Safety disciplines.
- Safety Investigation qualifications such as Incident Cause Analysis Method (ICAM).
- Demonstrated experience in a HSE leadership role within complex operational or regulated environments..
- Experience conducting operational safety audits, safety investigations and processing / reviewing Hazard and Safety Occurrence Reports.
- Sound Knowledge of HSWA 2015 legislation, and Operational Risk Management.
- Experience supporting ISO45001 management systems, including internal audits. Lead Auditor qualification desirable.
