In this role, you will:

  • Provide project management, project control, and change management services for production and design-based Waterfront projects to ensure successful delivery.
  • Oversee the development and approval of project changes, bid proposals, and contract level changes, as well as supporting bid managers.
  • Contribute to Project Control process improvements and development of processes and procedures for new Waterfront Naval projects, specifically submarine systems.
  • Implement best practice Project Controls in accordance with Babcock procedures and commercial arrangements
  • Ability to capture budget changes, processes and documents according to project deviation, scope and risks.
  • Act as subject matter expert with regards to Submarine systems, specifically on topics such as Sub-Surface Ballistics and Continuous At-Sea programming.
  • Responsible for managing, and keeping alignment between schedule, progress, cost, planning and change management databases.
  • Responsible for weekly earned value management reporting, analysis, and communication along with the development and maintenance of project control metrics and reports used for briefing internal and external stakeholders.
  • Coordinate and manage internal and external resources to enable the requirements to be executed including producing accurate and timely records and project meets and customer contract reports.
  • Fluidly move between roles as Project Manager and Controller as required by various projects.
  • Provide accurate and effective management information to support KPI reporting.
  • Ensure production of accurate project, programme, and operational reporting in the required format and in accordance with required deadlines and maintain an accurate database for the support of weekly baseline meetings.
  • Liaise with Babcock Finance to ensure all corporate financial reporting needs are supported and met by operations.
  • Support to produce monthly project Estimate at Completion (EAC) and ad-hoc cost reporting requirements.
  • Facilitate EAC reviews, comprehensive variance analysis and identification of trends and developing mitigations to address baseline variances.
  • Produce ad-hoc forecasts and revised budgets as requested.
  • Support in the management and administration of contractual changes.
  • Support and facilitate project close out reporting requirements.
  • Provide guidance and contribute in the development to project controls team members, including mentoring and coaching of junior staff.
  • Liaise with operational management to provide project control support.
  • Must effectively communicate with internal and external stakeholders.
  • Attend customer and supplier meetings as required.
  • Perform other duties as necessary and consistent with the role.


The ideal candidate brings:

  • A post-secondary degree in a Business, Project Management, Engineering, or a related discipline
  • Preferred post secondary qualifications as follows; Certified Cost Engineer (AACE's CCC/ CCE) Professional Quantity Surveyor (CIQS/RICS), and/or Project Management Professional credential (PMP) designation or equivalent
  • A minimum of 5 years experience in a lead project control role and a minimum of 2 years experience leading and/or managing a team
  • A strong understanding of project controls and project management processes in marine or naval environment
  • An intermediate to advanced Excel skills, good knowledge of MS Office and ERP systems (experience utilizing IFS is an asset)
  • Ability to plan, prioritise and deliver to firm deadlines
  • Proven track record of being able to create and maintain strong relationships with key internal customers and stakeholders
  • Exceptional attention to detail
  • Proof of fully vaccinated status against COVID-19, meaning receipt of the full series of a COVID-19 vaccine approved by the Government of Canada with the final dose at least 14 days prior to the expected start date
  • Eligible for a Canadian Secret Security and ITAR Clearance

Candidates must be eligible for a Canadian Federal Government Security Clearance to the Enhanced Reliability level and a Canadian Federal Government Security Clearance to the NATO Secret level.


Compensation and Benefits

  • Salary from $85,000.00 to $99,000.00 per annum and eligible to participate and the discretionary bonus plan per Babcock Canada’s policy.
