About the role

Purpose of role: To ensure accuracy and consistency of delivery and assessment decisions across both the internal and subcontracted delivered provision across the PEQF contract.


Major tasks and activities:
• To conduct quality assurance activities in line with the IQA Strategy and awarding body (including HEIs) requirements
• Produce sampling plans based on risk and in line with the IQA strategy
• Conduct observations of teaching, learning and assessment providing clear, constructive, supportive and timely feedback to delivery staff
• Monitor assessment to ensure students’ progress timely through their programme providing clear, constructive, supportive and timely feedback to delivery staff
• Support delivery staff to create and implement action plans to ensure students are actively engaged and enable student progression
• Share best practice and lead standardisation activities to enhance and develop the programme and ensure consistency of assessment decisions
• Conduct 2nd marking of assessments to ensure consistent outcomes for students and provide feedback/reports to Babcock and HEI partners
• Maintain and review delivery staff CPD records and record details through a skills matrix system
• Work closely with Team Leaders to develop on-going development plans for staff
• Deliver training, mentoring and support to delivery staff to ensure compliance with the teaching and assessment standards
• Deliver induction training to new delivery staff
• Complete reports to be submitted to Head of Quality and partner HEI’s as required to meet Quality KPI’s

Additional key accountabilities:
• Foster close links with the Babcock team, customer and HEI partners
• Highlight improvement ideas to the Quality team to ensure the programme reflects current operational policing requirements
• Work within established company policies and procedures, including those related to government funding rules
• Promote the sharing of ideas across the contract to support objectives in becoming an “outstanding” provider
• Build a positive team culture, based on the company values which promotes equality, diversity and inclusion
• Ensure Babcock and MPS Security, Health and Safety, Environmental, Information Assurance, Equality, Diversity & Inclusion and Welfare & Safeguarding policies and procedures are followed at all times within all areas of responsibility
• Understand and ensure all Babcock Security, Health, Safety and Environmental, Equality, Diversity & Inclusion and Welfare & Safeguarding policies and procedures are followed at all times
• Work effectively with the Head of Quality to ensure effective & timely quality assurance to meet contractual requirements


Key outputs / deliverables:
• An outstanding learning experience to officers on the programmes
• Programmes delivered in line with Babcock and HEI quality standards
• Ensure provision delivery meets a minimum of a grade 2 Ofsted grade (measured through internal inspection)
• Students’ progress in line with agreed outputs and set KPIs
• Timely and overall completion targets met
• Minimise out of funded students (i.e. those past their completion date)
• CPD logs accurately maintained
• Ensure safeguarding of all students


Describe with whom the role regularly interfaces:

• MPS staff
• HEI partners
• Inspection bodies (OfS / QAA / Ofsted)


• Line Manager and other PEQF staff
• Apprenticeship Services
• Other key internal functions (e.g. Finance & Commercial)


Security status:
• Requires enhanced DBS through the Disclosure and Barring Service and military security clearance
• NPPV 2 (possibly 1)


What do I need to do the role?

Key technical skills / competencies:
• Experienced quality assurer
• Comprehensive knowledge and understanding of Internal & External Verification standards
• An understanding of how internal procedures conform to awarding organisation (& HEI) requirements
• Experience of managing relationships to drive project outcomes
• Excellent literacy, numeracy and communications skills
• Strong KPI and performance focus in Quality
• IT literate and able to use a variety of software (including MS Word, Excel, PowerPoint and Outlook)

Company / industry knowledge:
• Comprehensive understanding of policing and the evidence base current context, challenges and issues, gained through previous operational experience
• An understanding of the Police Educational Qualification Framework, Authorised Professional Practice and/or Policing Professional Framework
• Experience of quality assuring progression of students delivering apprenticeships or other work-based learning (desirable)
• Previous experience of teaching excellence in either HE / FE or workplace setting (desirable)
• Occupational expertise in line with the appropriate assessment strategy
• Has maintained own comprehensive CPD


• Minimum Level 6 qualified.  Level 7 (desirable)
• Verification Awards
• Teacher/Training qualifications (desirable)
• Functional Skills Maths and English Level 2 or equivalent


What else do I need to know?
