Overall Department Direction
Defence Systems Technology (DST) is a business unit within the Marine and Technology Division of Babcock International Group. Working on a range of exciting design, manufacture and support projects, DST works with a number of key clients domestically and internationally. We are recruiting a Supply Chain Development Specialist to join our Strategic Procurement Team based in Devonport. This is a 12 month fixed term contract to cover maternity leave.


Responsibilities
You will ensure all Contracts within the individual’s authority meet the Babcock International Group Commercial, Health and Safety policies and procedures and are compliant within the legal entity that they are being placed.  
You will negotiate contract terms and conditions both for materials and services and incorporate in flexible contract arrangements that motivate the required performance and use contracts to stimulate the potential for innovation, best practice ways of working and encourage the generation of collaborative mutually beneficial supplier relationships.


Other tasks will include:
• Analyse supply routes, procurement spend and capability requirements and seek to introduce the most cost effective contracting route to suit each circumstance.
• Manage and develop Key Supplier Relationships in line with sourcing strategies to provide dynamic supply solutions across the Babcock business. Develop value plans with these suppliers to release value through risk mitigation and opportunity realisation.
• Providing escalation to support project teams in execution of their projects. Identifying opportunity for improvement in ongoing contract delivery, including attending Customer meetings.
• Prepare and issue Invitations to Tender or requests for quotations. Chairing tender opening meetings, bid clarification meetings with Tenderers and start-up meetings. Systematically evaluate competing offers and present recommendations to stakeholders
• Negotiate competitive prices often against a background of demanding target savings and sole source suppliers.


Key Skills and Knowledge
• Able to work with and influence key stakeholders and suppliers towards results delivery.
• Working knowledge of strategic sourcing, contract management, supplier development and supplier relationship management.
• Working knowledge of business law and relevant industry standards, able to confidently negotiate and agree terms and conditions and contractual arrangements.
• Experience of managing and developing relationships
• Ability to negotiate favourable solutions in a single source and competitive environments
• Data gathering and manipulation and analytical skills
• Sound commercial awareness and business environment experience
• General IT skills.
• Understanding of and experience delivering leadership and management skills to maximise the success of a team

Experience
• Appropriate level of experience in procurement or acquisition of goods and services.
• Experience of leading and managing projects and people.


Qualifications
• A recognised degree level qualification and/or relevant engineering/supply chain/lean culture experience
• Membership of a relevant professional body e.g. CIPS at level 5
