Reporting to the Director, Industrial Cooperation / Industrial & Technology Benefits (IC/ITBs), the Project Manager, Industrial and Technology Benefits (ITBs) works across the Business Development (BD), Program Management (PM) and Supply Chain disciplines to assist in identifying, developing and delivering ITBs in order to achieve the company’s ITB commitments. The Project Manager ITBs is responsible to the Director IC/ITBs for the accurate tracking and reporting of ITB achievements.


In this role, you will:


  • Work with Business Development and Supply Chain Management to develop and maintain a list of Canadian Small and Medium Enterprises (SME), with the capability to provide products and services in support of Babcock’s business pursuits, ensuring that these selected Canadian firms are capable of delivering Industrial and Technology Benefits (ITB).
  • Under the supervision of the Director IC/ITBs, and in collaboration with Program Management, Engineering, and Supply Chain personnel, work with external OEM’s to identify transactions for the delivery of direct and indirect work on proposals and programs.
  • Remain current with all Canadian Government Value Proposition (VP) and ITB policies and provide subject matter expertise to assigned programs and proposals.
  • Assist in the preparation of ITB proposals and plans on assigned programs during the bid preparation phase.
  • Ensure compliance with proposal terms and conditions and manage the implementation of approved ITB/VP Plans on assigned programs.
  • Assist the Director IC/ITBs in the development and negotiation of banking transactions with ISED.
  • Assist the Director IC/ITBs in the management of ITB/VP obligations, and in the development of quarterly ITB program updates for senior management.
  • Monitor ITB/VP achievement progress, and identify any potential contract shortfalls, and/or issues recommending solutions to the Director IC/ITBs.
  • Assist the Director IC/ITBs in the preparation of ITB contract amendments to incorporate new obligations.
  • Support the Director IC/ITBs with the development of Annual ITB Reports for the Canadian Government, or international customers, as required.
  • As required, attend trade shows, seminars, and conferences in order to identify offset opportunities and develop relationships between Babcock and other commercial and defence companies.


As our ideal candidate you will have,


  • A degree in a relevant field of study (Engineering, Commerce or Business Management) with eight years of experience in a relevant role.
  • A minimum of 10 years of experience in program management, contract management, subcontract management and/or industrial and technology benefits (Offset) management would be an asset.
  • Excellent written and verbal communication skills.
  • Strong organizational skills with a knowledge in program reporting and the ability to analyse and present detailed performance reports.
  • A demonstrable history of developing proactive and creative approaches to complex problems and the ability to think outside the box to achieve results.
  • Experience with Canadian Government procurement and Industrial and technology benefits/value proposition policies and procedures would be an asset;
  • A Program Management Institute (PMI) Program Management Professional (PMP) designation would be an asset.
  • Proficiency in relevant computer software packages, including Microsoft Office Suite.
  • Have the ability to obtain a NATO Secret clearance and meet the eligibility requirements outlined in the Canadian Controlled Goods Registration Program.
  • Be able to work flexible hours and be willing to travel.
