Based: Royal School of Military Engineering (RSME) Medway, Kent

Line Managed by the Babcock Head of HSE Training, but reporting daily to the Babcock (RSME) Site Operations Manager, the Babcock (RSME) SHEF Officer is responsible for the delivery of Safety Health Environment and Fire support and advice in respect of all Babcock (RSME) and 1 RSME Regiment activities to ensure a safe working environment is promoted, delivered and sustained.  The SHEF Officer will also advise and support 1 RSME Regiment Commanding Officer and his Chain of Command to ensure that a proactive and robust SHEF culture is entrenched across the RSME Medway partnership. 

 

The key accountabilities of the job holder will be as follows:

  • Promote and deliver an enduring safe working environment across the RSME Medway site.
  • Ensure all accidents, incidents and dangerous occurrences are reported and investigated in accordance with the RSME and Babcock (RSME) Accident Reporting Procedures.
  • Compile and distribute reports and returns as scheduled and on demand.
  • Provide comprehensive and compliant advice on all SHEF matters to the Commanding Officer 1 RSME Regt, other military commanders, Babcock (RSME) Site Operations Manager and Babcock (RSME) Infrastructure Manager.
  • Develop and own an agreed SHEF Audit System with the Babcock (RSME) Site Operations Manager, ensuring all sites are subject of programmed audits based on activity and level of risk.  Results of which are to be communicated and actions addressed.
  • Monitor the effectiveness of the RSME SHEF Policy, organisation, arrangements and report on this to the Babcock (RSME) Site Operations Manager and Commanding Officer 1 RSME Regiment with advice and guidance.
  • Identify SHEF training and awareness needs of Babcock (RSME) employees and RSME personnel coordinating training delivery and delivering training when required.
  • Conduct planned and snap inspections and provide feedback to the Babcock (RSME) Site Operations Manager, 1 RSME Regiment Commanding Officer and respective line managers.
  • Organise, manage and deliver SHEF meetings in accordance with the terms of reference for respective meetings.
  • Identify activities posing significant hazard to the health, safety and welfare of any person at RSME and mitigate accordingly.
  • Liaise with the Defence Fire Service to ensure that fire risk assessments and fire management plans are current and available and ensure regular fire evacuation drills are carried out and records maintained in accordance with the Contract.
  • Support the Babcock (RSME) Quality and Energy Manager in maintaining the ISO 14001 system in accordance with the current auditing standards.
  • Cover for Minley SHEF Officer in his absence and act as Radiation Safety Officer for the RSME (Medway) site.

     

Applicants must be able to demonstrate the following:

Knowledge, Qualifications and Experience

  • NEBOSH General Certificate or equivalent and NEBOSH Certificate in Environmental Management or equivalent (essential).
  • Sound understanding of current H&S legislation, the Regulatory Reform (Fire Safety) Order 2005 and good working practice.
  • A minimum of 3 years’ experience as a SHEF Advisor/Officer (desirable).
  • Experience of working within a military and commercial safety environment (desirable).
  • Familiar with MOD Joint Service Publication 375, Authority to Proceed process and delivery of 4C’s (desirable).
  • Radiation Safety Officer or equivalent (desirable).
  • Educated to GCSE level or equivalent (including Maths & English) with a full clean UK driving licence.
 

Skills & Competencies

  • Excellent computer literate, experience of using MS Office, particularly Word and Excel.
  • Customer focused with excellent communications skills both written and verbal.
 
  • Ability to work under pressure and prioritise workload.
