Babcock Naval Marine Division is the largest of Babcock's Marine Sector with circa 7500 highly skilled employees and are the UK's leading naval support business. Our experience draws on an unmatched range of engineering and technical skills in providing naval base management and shipbuilding to the Royal Navy's submarines and surface ships, in addition to operating a wide range of strategic shore-based naval support facilities.


We are looking for a Resourcing Manager to join the team and responsible for the operational management and delivery of our recruitment partners for both permanent and temporary resource across HMNB Clyde operations. You will be accountable for ensuring our recruitment partner delivers professional, effective and timely recruitment which meets the needs of the business to ensure we have a committed and competent employee in every role. In addition, you will oversee the delivery of wider resourcing agenda at Clyde by acting as the go between with the business and the recruitment partners.


You will also lead on the pro-active strategic workforce planning process by anticipating current and future hiring needs, developing sourcing strategies in a highly skilled and complex employment market to ensure the organisation have the resources to meet business goals.
Key Responsibilities:


  • Fully accountable for all resourcing matters and solutions recognising business requirements
  • Effective delivery of permanent and temporary performance in line with service level agreements (SLA’s)
  • Through the strategic workforce planning process, recognise and plan for long and short-term resourcing requirements such as; sourcing capability, headcount utilisation via integrated business planning and mobilisation support as required
  • Guide Hiring Managers through the resource processes and work in partnership with our recruitment partner to ensure delivery of right people, right place and right time
  • Work with recruitment partners to understand labour market conditions and review internal employee turnover trends, which will enable recommendations to the company’s recruitment and reward strategies, which adapt to changing market conditions
  • Embedding a pro-active approach to strategic workforce planning across HMNB Clyde
  • Identifying sourcing strategies for the medium term (1-3 years), and long term (3 years plus) through a detailed understanding of our business plan and deliverables; that are realistic, sustainable and financially viable
  • Creating cost models appropriate for business budget planning purposes
  • Developing a strategic workforce planning reporting process that enables clear communication of organisational employment dynamics
  • Identifying critical skills, business capability gaps and obsolete roles
  • Collaborating across key business areas, senior HR Business Partners and Centres of Excellence to ensure that plans are integrated and priorities maximised

What do I need to do the role?

  • Recognised HR qualification (L7 CIPD) or equivalent, preferred
  • Proven track record of delivering sourcing strategies and working in a relevant HR function
  • Experienced in recruitment (either agency or in-house) and talent assessments
  • Problem-solving of complex sourcing challenges
  • Strong project management skills and stakeholder engagement capability
  • Articulate, effective and concise communicator with strong influencing skills
  • Ability to develop and build relationships at all levels within the organisation internally and externally
  • Ability to create forecasting and capacity models to plan for future demand, growth and channel shifts


What else do I need to know?
You will work 37 hours per week Monday to Friday with flexible working and you must be able to achieve the appropriate level of Security Clearance.
