About the Role

 

To understand and report Nuclear Compliance to include areas of non-compliance. To understand and report the associated risk and possible mitigation measures.

 

Manage the Safety Justification Department, encompassing Safety Justification Group and Business Support (DA) functions in order to meet safety, quality, cost, delivery, people and improvement targets for Group, Business Unit, Function and Department.

 

Manage the Nuclear Facilities Engineers to provide assurance as to the compliance status of the asset and all associated Operations and Estates Maintenance activities with regard to the requirements of the Operational/Facility Safety cases and supporting design intent and Authorisation Conditions.

 

Main Responsibilities:

 

  • Agreeing Business, Function and Department objectives and targets with the Head of Compliance and once set, managing these through to successful completion.
  • Assist the Head of Compliance in maximising the utilisation of all available resource.
  • Ensure that Nuclear Compliance is reported and understood by all Clyde Partnership members and stakeholders, to include non-conformance and concession status, on a continuous basis.
  • Deliver process, technical and business improvement using continuous improvement techniques to accelerate delivery in key business areas.  Includes measuring Departmental performance and adoption of best practice by the introduction of innovative technological solutions (people, systems and technology).
  • Ensure that adequate resources (SQEP people, facilities, equipment) are available to develop and maintain Safety Cases in accordance with the HMNB Clyde Safety Management Arrangements.  Includes the provision of leadership to all Safety Justification staff in the performance of their duties. (AC10, AC12)
  • Ensure the Nuclear Compliance group complies with appropriate legislation including requirements of the Health and Safety at Work Act (as a minimum).
  • To act as primary interface with the Design Authority in the delivery of the required safety case documentation and management of the relevant KPI.
  • Develop and implement process, technical and production improvements in order to optimize cost reduction activities.

 

What do I need to do the role?

 

  • MSDF/FMSP Contract Knowledge for relevant SOTRs
  • A wide range of legislative and regulatory standards
  • Nuclear Propulsion, Nuclear Weapon and Ordnance Safety Domains interface with Civil Nuclear Licence deemed relevant good practice
  • Asset Management including philosophy and principle of facilities, Plant and equipment maintenance management 
  • Business Processes (HR, Finance Commercial).
  • Procurement processes.
  • Programme Management (risk, project controls, finance, commercial).
  • Process Improvement techniques.
  • Leadership.
  • Authorisation Compliance Management Documents
